Zeng has advised and acted as solicitor advocate for government and private sector bodies in a variety of courts and tribunals relating to:
- Agriculture and biosecurity
- Health and aged care
- Citizenship and migration
- Code of conduct compliance and enforcement
- Fair Entitlements Guarantee Scheme
- Research and Development Tax Incentive Scheme; and
- Medicare Benefits Scheme.
Zeng also specialises in privacy law and freedom of information (FOI), including advising on data protection and developing privacy compliant schemes that involve digital products and information technology infrastructure such as in-house corporate enterprise software, cloud-based solutions and mobile applications.
Zeng has comprehensive experience preparing Privacy Impact Assessments (PIAs) for government clients, particularly with respect to digital health products and information technology infrastructure involving overseas entities.
Zeng is well known for being an exceptional communicator who provides pragmatic advice and actively manages legal risk by undertaking a proactive and forensic approach to dispute resolution.
Having previously worked within the Commonwealth public service, Zeng has a good understanding of issues that arise in managing government programs and implementing polices. In particular, Zeng has comprehensive experience in providing advice regarding decision making and management of legal risks, regulatory matters, and compliance and enforcement activities.
ACCOMPLISHMENTS
Zeng has successfully acted for the Australian Government in relation to a range of merits and judicial review proceedings, including matters under the Migration Act 1958, Fair Entitlements Guarantee Act 2012, National Disability Insurance Scheme Act 2013, Pooled Development Funds Act 1992, Industry Research and Development Act 1986, Aged Care Act 1997 and Health Insurance Act 1973.
His experience includes the defence of high-profile and sensitive administrative decisions for a wide range of agencies.
Zeng also has significant experience advising private sector clients in relation to data compensation and data protection and liability in contract.
